Hello, If suscribing to a mobile without a RIB turns out impossible, you might want to ask a neighbour or friend who could bring you your snail mail to give you his address temporarily. Then as a proof of address you would provide a proof of accomodation ("attestation d'hébergement", a model of which you'll find here https://www.ingdirect.fr/data/pdf/cc/formulaires/Attestation_hebergement.pdf ), a copy of his national ID card (both sides), and a bill with his name on it dating less than 3 months (the easiest being a mobile phone bill). You'll then receive the card, PIN code, and secret code to connect to your online account at your friend's or neighbour's address. And when your account is opened, that you've been able to suscribe to an operator, you'll be able to change the address to yours officially and provide a bill to prove your address. Needless to say it needs to be a trustable friend. I hope it helps.
