Open a bank account in France with the "justificatif de sejour"

Dear all, 

I am moving to France in September because I have been hired by the University and I need to open a bank account. 

In the firsts months I will stay in a temporary accomodation that could provide me a "justificatif de sejour" and not "de domicilie".

Is it possible to open a bank account just with the "justificatif de sejour"? if not, what are solution are possible, for those who have a temporary accomodation?

Ou encore l'original d'une déclaration sur l'honneur manuscrite  et certifiée par la mairie sur présentation de la carte d'identité, ou bien encore copie d'un abonnement au gaz si votre logement en est équipé.

Unfortunately I know all the justificatif that are necessary. Maybe I can try to go to the town hall as you said.

It's a little bit tricky situation because I am going to France to work and to pay for an accomodation for long time I need to receive my salary first, but to receive my salary I need a bank account, but to have the bank account I need an accomodation that I cannot afford at the beginning because I didn't receive my salary.

I don't know in which way to solve it.

The easiest way is to open a mobile line in France and use the bill as proof of address.

C'est un peu la même chose dans tous les pays (le serpent qui se mord la queue) d'après ce que j'avais lu sur les forums d'expatriés français au Portugal : Pour avoir un abonnement mobile il faut un compte bancaire, et pour avoir un compte bancaire il faut un abonnement de téléphone mobile

Are you sure that the bank account is mandatory? I had a look around and it seems that is possible without it. Obviously I am not sure, my French is not really good!

If suscribing to a mobile without a RIB turns out impossible, you might want to ask a neighbour or friend who could bring you your snail mail to give you his address temporarily.

Then as a proof of address you would provide a proof of accomodation ("attestation d'hébergement", a model of which you'll find here https://www.ingdirect.fr/data/pdf/cc/formulaires/Attestation_hebergement.pdf ), a copy of his national ID card (both sides), and a bill with his name on it dating less than 3 months (the easiest being a mobile phone bill).

You'll then receive the card, PIN code, and secret code to connect to your online account at your friend's or neighbour's address.

And when your account is opened, that you've been able to suscribe to an operator, you'll be able to change the address to yours officially and provide a bill to prove your address.

Needless to say it needs to be a trustable friend.

Quand je me suis inscrit chez freemobile j'ai du fournir une référence de compte bancaire et une autorisation de prélèvement. 

Sur le site de freemobile il est indiqué :

Donc la carte bancaire serait suffisante avec un adresse mail ?

Pour orange :

• Un numéro de téléphone valide pour pouvoir vous joindre en cas de besoin.
• Un relevé d'identité bancaire (RIB) depuis un compte domicilié en France, Monaco, Nouvelle-Calédonie, Polynésie française, îles Wallis et Futuna, si vous souhaitez payer vos factures par prélèvement automatique.

Donc vous avez raison, on peut obtenir une facture de téléphone mobile sans avoir de compte bancaire.

If you're unable to suscribe to a mobile provider without an already existing RIB, a last solution would be to provide the address of a trusted friend who can bring you your mail.

You may then send as a proof of address an accomodation proof signed by your friend (a template is available here: http://www.ingdirect.fr/data/pdf/cc/formulaires/Attestation_hebergement.pdf ), the ID card (both sides) of your friend, and a bill bearing your friend's name and dating less than 3 month.

You'll receive your card, PIN code, and secret code to access your account at your friend's address. Then when your account is open, you'll be able to change it back to yours, and obviously with a RIB you'll be able to suscribe to a mobile provider and give ING a proof of address.

Thank you very much to everyone. You give me good ideas to sort it out. 

About asking to a friend, unfortunately I am truly alone there! 

What is puzzling me, it's the fact that I can ask to a friend to do that, but my temporary accomodation and "justificatif de sejour" is not accepted. In some way, they are pretty much the same thing, because they are not permanent solution and the place where I booked the accomodation is thrustworthy as a friend of mine! That's very strange!

In any case, thank you again for your help, I'll try to see which is the best solution when I am in France!
